pentagon spending has grown very substantially over the last 10 years. my guess is that the combination of fiscal pressures and a need to create military force and ability to project american power around the world in a different way will worst some rethinking of the structure of our military. do the republicans go along with that? guest: the president seems to suggest that part of his legacy will be we did not go to war with iran. we ended two wars. he managed to not get involved with iran. he hinted that that was the legacy he wants. that we would stop the violence from happening without going in. that is one area that is a point of controversy with republicans. host: do his picks for the secretariat of defense statement that? guest: both will be confirmed. kerry is someone who the senators approve of more than secretary rice, who is controversial. senator kerry is much beloved by everyone on capitol hill. john mccain said he would endorse him. that will go through without controversy. both of these men will be confirmed easily. people think the secret

we're about to consider defense authorization bill that shifts $54 billion in sequester cuts from the pentagon onto domestic programs which were already cut by sequester like head start, meals on wheels, rental assistance for low-income families. how shameful. this follows the passage of two appropriation bills last week as part of a strategy from republicans we've seen before. it came as no surprise they chose to consider two of the most popular bills first, those that fund programs that protect our homeland security and provide care for our veterans. i'm glad there's bipartisan consensus that these bills represent important funding priorities, but let me quote from an associated press article from june 4 which sheds some light on their strategy, and i quote, the boost for veterans came even as republicans controlling the chamber marched ahead with a plan that would require most other domestic programs to absorb even deeper cuts next year than those in place now after the imposition of across-the-board spending cuts. this refers, of course, to the sequester. the article continues, and i quote

americans that were killed on september 11 and the horrific twin towers attack and here in this city at the pentagon? we lost over 3,000 americans that day. are we forgetting who we fought in iraq and in afghanistan? it's my opinion, madam speaker, that this is insanity, to aid those who have taken the lives of americans with impunity and continue to do so. just take note. the leader of al qaeda is an individual named zawahiri. zawahiri called on muslims from around the world to make their way to syria and support the rebels and in fact become the rebels who are seeking to overthrow assad. we don't have a great track record, madam speaker, of putting arms into the hands of terrorists. take a look at the fast and furious program in mexico. and the terrorists who received arms from the united states. take a look at benghazi and the tens of thousands of weapons that went into the hands of al qaeda after benghazi. and now we're intentionally going to make a decision to send money, training and arms to al qaeda? how about a referendum with the american people? i think this would be more than a 90% issue.
